		<description><![CDATA[re your penultimate paragraph on the difficulty of consumer education.......this is one of the routes that UK government wishes to go down through the rights agency financed and delivered by industry........and this is for a society in which adult literacy, similarly to US, is far from perfect. The digital divide will reach into copyright and DRM. Education will work for some but not all. many will be even more confused.
Which leaves governments intervention in both countries perhaps misguided and unnecessary, and best left to the market and the law.]]></description>
